Balochistan is blessed with a lot of natural recourses but unfortunately still Balochistan faces illiteracy, Poverty, Health issues and Poor law and order situation. The main reason behind these all evils is poor governance.
The bureaucracy is the main organ through which system is run. The bureaucracy is highly politicized. Transfer postings are not being made on basis of public interest and on performance measurement. They are made on the basis of self and political interests. The honest and capable officers are maligned and are made Officers on Special Duty (OSD).

If bureaucracy works under rules, regulations and principles so we all will observe a different Balochistan but unfortunately bureaucracy have to stand under any of the political umbrella because to secure a good job and position the officers affiliated with none of the political parties faces a lot of the problems the system is that much politicized.
If any of the officers denies the ill legal orders of the elected members of the area of the concerned minister he or she is made OSD on the second day. That’s why the moral of the bureaucracy is very down and they let the things go in which direction they are going because they know the consequences. In our bureaucracy one thing is very popular which is acting and additional charges are given to the juniors while seniors are available.
Chief Secretary as being the boss of the bureaucracy in the provinces should stand by side of them protect the officers from political victimization, stop the posting transfers on political basis, stop the trend of acting and additional charges. These three things have destroyed whole of bureaucratic system of the province.
Once the bureaucratic system is on the track than we can feel a positive change because the bureaucracy would not be under any political pressure they would be totally free to take independent decisions in the public interest. This trend should come to an end now and the only way to develop and prosper the province is to free bureaucracy from political interference.
