Justice (R) Kailash Nath Kohli
Chairman, Balochistan Public Service Commission (BPSC)
Respected Sir,
For the recruitment of Excise and Taxation Officer, interviews for Makran Zone were conducted on 7th June and for Kalat, Zhob and Naseerabad Zone on 10th June this year. Written test for the same vacancies were held in January this year. Papers of General knowledge and English were held on 18th and 19th January Respectively.
First of all congratulations to all the successful candidates. However many people including myself were disappointed by the result. It’s not that we have not been selected, we accept this result but some questions have arisen from this result which I want to bring to your attention.
Whenever an organization announces a result it also tells about the marks acquired by all candidates. Yet, perhaps BPSC is the only organization in the world which tells no one about the result of the successful candidates including the candidates themselves. The candidates who fail the tests are told their marks. Why so? It’s answered that marks are not revealed due to merit issue and its rule of the secrecy branch. What sort of merit is this and what type of rule it? Here the unsuccessful candidates are not told about why they are not selected. Either it’s due to written test, oral interview or overall score?
Result of all the candidates must be made available online. If BPSC is deprived of this facility then the results can be put on notice board. If this is also not doable then result can be told in return of the Rs. 200 fee which is taken for the DMC. However what’s the logic behind not telling the successful candidates about their results? This gives rise to the suspicion.
DMC means Detail Marks Certificate and it’s used to tell about the marks obtained in all the papers. However the DMC that we got only tells about the total score. It’s also strange that those who could not qualify for interview, their marks for English and General Knowledge were written separately. When I asked the reason of this from the concerned officer, the answer was that it’s the rule.  One gentleman revealed that secrecy branch does not inform the interview panel about the marks of written test, even if the Chairman is part of the panel. It’s possible, if a lot of other things are happing then this is also possible.
Most shocking thing was the marks of all our friends were exactly the same in interview. How can we all get same marks in Interview, Sir? My one friend was asked just 7 questions, one friend was interviewed for half hour and more than 40 questions were asked from me. However when result was announced then marks of all of us are 62. Are there marks for confidence, personality etc or not? Its means that you have only done selection on the basis of written test. Sir, then you should have told this in advance. Why you wasted our time?
Total marks of academic career are also considered. If a candidate has scored first division through his career then he gets additional marks. Gold Medalist is provided 5 extra marks. However during the interview no such consideration was made.
If the trend of concealing the result of the passed candidates, not telling the reason of failure to failed candidates and giving equal numbers to every time in the interview is not ended then merit will continue to be violated and questions will be raised about BPSC, which will damage its credibility.
Apart from that different candidates have different complaints that have faced negative experiences but at this time I am not discussing those experiences.
Competitive exams and BPSC is the last hope for those people who believe on merit. Its hoped that they will not be allowed to get disappointed.
Yours Sincerely
Najeeb Ullah
