Safe Blood Transfusion a Top Priority: Secretary Health

Quetta: Secretary Health Government of Balochistan Mr. Noor Ul Haq Baloch has said that Provision of Safe blood to the masses is the first top priority of Health department, while chairing a meeting with ‘The Safe Blood Transfusion Project’ team from Islamabad.
On this occasion Consultant of GIZ Germany Safe Blood Transfusion Programme Brig. Dr. Javaid Usman, Dr. Usman Waheed, Chief Planning Officer Mr. Abdul Rasool Zehri, safe blood transfusion Balochistan chapter head Prof. Nadeem Samad, Manager Regional Blood Centre (RBC) Quetta and focal person of Turbat blood center Dr. Rahim Jan and other higher officials of the health department were also present on the occasion.
The discussions included the operationalization of the newly constructed RBC at spiny road and the finalization of Phase II Projects that will be constructed in Kech and Loralai Districts.
Elaborating the project details Consultant of GIZ Germany Safe Blood Transfusion Programme Brig. Dr. Javaid Usman along with the Balochistan said that Government of Pakistan with support from Government of Germany initiated the process of restructuring the blood transfusion system by following a centralized model in the province, with high visibility environment to promote a modern national blood transfusion system.
The project design conceived in 2008 anticipated the forthcoming 18th amendment and the devolution of the subject of health to the provinces. It was, therefore, the policy decision of the Health Ministry to develop separate PC-1s for federal and provincial programmes.
The devolution process in 2011 resulted in a shift from national to provincial level, however, keeping the National Coordination role through the Safe Blood Transfusion Programme. The SBT Programme has continued to scale up visibility through a series of strategy and training workshops on all aspects of blood safety.
The Secretary appreciated the support from the German Government to establish a state of the art center in Quetta and assured his support to implement the blood safety system reforms in the Province as envisaged in the PC-1 of the Project. The visiting team of Consultants will also visit the Regional Centre Quetta, DHQ Turbat and DHQ Loralai.
