Severe Punishment for Government Officers Responsible for Lapse of Funds: ACS

Quetta: Government officers, who will be responsible for lapse of development funds, will face serious punishment at the hands of provincial government, said Additional Chief Secretary (ACS) Naseebullah Khan Bazai.
He made this announcement while addressing a press conference along with Minister Hamid Khan Achakzai and chief of sections in office of Planning and Development (P&D) department, on Tuesday.

PSDP
Total size of Public Sector Development Program (PSDP) for year 2015-16 is 54.5 billion rupees which contains 3.4 billion of foreign aid.
ACS informed newsmen that 2,250 projects are part of the PSDP of 2015-16 out of which 940 are ongoing and 1,310 are new projects.
He said that 95 percent funds have been released to the ongoing projects of the PSDP.
Highlight the priorities of his department, ACS said that “In first 7 months of this fiscal year we have approved 97 percent of PC-1s and released 95 percent of funds.” He added, “Normally 55 to 60 percent of funds were released in first 7 months in past.”
ACS also shed light on the federal PSDP of the province which is made up of 44 billion rupees and comprises of 140 projects, out of which 38 are controlled by provincial government and 102 by federal government.
“Federal government has released 60 percent funds of federal PSDP so far,” said Mr. Bazai.

Water Scarcity
Water scarcity problems of Quetta were also discussed at length in the press conference.
ACS announced that a 30 billion project is under pipeline that is based on pumping 57 million gallons of water to Quetta city from Pat Feeder Canal.
He also added that 100 dams of different sizes are under construction on outskirts of Quetta to recharge the water table in Quetta.
“A fund of Rs 15.83 million has been allocated to every MPA who can use it to propose construction of small dams in their constituencies,” revealed head of P&D department.
Quetta Development Plan
Mr. Bazai vowed that 5 billion rupees allocated for Quetta package would be spent through the good office of Mayor of Quetta.
It was also revealed that multiple underpasses and flyovers would be constructed soon in Quetta city to manage traffic problems in the city.
Speaking at the occasion, Dr. Hamid Achakzai said that Mayor Quetta has been asked to submit PC-1s for different projects under Quetta Package.
Menace of Commission
In reply to question raised by journalists, Mr. Achakzai said that commission in government projects is an open secret and all departments have to control it. “Chief Minister and Chief Secretary have to reign in MPAs and government officers respectively for controlling the menace of commission,” said minister for P&D.
