It comes nothing less than a shock that students in Balochistan have missed an undergraduate Scholarship opportunity by Higher Education Commission (HEC) just because the Intermediate result of the province was announced after the deadline of the scholarship.
Balochistan Board of Intermediate and Secondary Education (BBISE), Quetta was established in 1976. It is an autonomous and self-regulating body which conducts Secondary School Certificate (SSC), Higher Secondary School Certificate (HSSC), Diploma of Associate Engineering (DAE), Agriculture and languages Examination and award certificates.

This year thousands of students participated in the FA and FSC examinations on 26th April 2016 in various centers of Balochistan. According to the rules, BBISE Quetta has to declare Intermediate results in Quetta and rest of its jurisdiction areas in the span of maximum three months after the examinations. So according to the rules, the result must have been declared till First week of August.
BBISE declared Intermediate result on 31st August, 5 days after the deadline of HEC scholarships
On 24th July 2016, Higher Education Commission (HEC) announced phase-II of the project titled “Provision of Higher Education Opportunities for the students of Balochistan & FATA” for undergraduate studies in all disciplines. Applications were invited from candidates who had passed intermediate and possessed Local or Domicile Certificates of Balochistan or FATA. The last date of application submission was 26th August 2016.
However, BBISE declared Intermediate result on 31st August, 5 days after the deadline of HEC scholarships and almost 3 weeks after its own stipulated deadline.
As a result, thousands of Intermediate students of Balochistan were deprived of the opportunity to submit forms for the above mentioned scholarships of HEC.
Neither BBISE nor HEC Project Coordinator, Human Resource Development Division and regional center of HEC in Quetta took notice of the fact that the delay in results had effectively wasted HEC Scholarships for Balochistan.
A province like Balochistan cannot afford to waste few scholarships which are golden opportunities for students
A province like Balochistan which is already very backward in the field of education cannot afford to waste few scholarships which are golden opportunities for students.
In this context, there are few questions which are needed to be answered.

Why BBISE did not declare result on time?

If due to some reasons BBISE Intermediate result was late then why HEC did not extend submission date till BBISE had declared Intermediate result?

Why BBISE did not make contact with regional center of HEC in Quetta in order to coordinate and make final decision about scholarship submission deadline?
All the aforementioned points prove that both BBISE and HEC have no serious concern for future of students of Balochistan.
